 Currently, to add a multiple users to a single site, the super admin has
 to edit each site, look up each username, and add new users to the site
 one by one.

 To improve this workflow, it would be useful to be able to select which
 users to add from a table of users and add those users in bulk.

 This ticket could have scaling problems to solve.
