Comment:

 Ok this is too weird. It works now.
 I have a multisite install, and 2 sites on it. Each of them were using
 different themes. It seems that at some point in time the secondary site
 was "assigned" the theme of the main site but only in the admin...if I was
 looking at the site outside of admin it was using its own  theme ( I know
 because it's in a different language ) so I thought there's no way that
 the problem would be because of a wrong theme.

 Another weird thing is that the theme that was now "assigned" in admin
 also contains some custom templates but still none of them were displayed
 in the page editor.

 So I went in Admin -> Appearence and switched the theme to the right one
 and now I'm able to see the page template dropdown box again in the page
 editor.
