Comment:

 Tickets are marked as fixed once a patch has been applied to the trunk.
 The version field is to record the first-known/reported version that the
 ticket applies to.

 Quick patch review: `empty( $post__in )` could probably be used in the
 if() branch to allow it to fall through to the default (which i believe is
 order by date?)
