 The admin color scheme option should be available to anyone who has the
 personal option to change it, including subscribers. Removing it serves no
 purpose and hurts consistency. I would have closed as wontfix rather than
 worksforme, but I agree that this isn't something we want to do. If
 someone wants to remove the color choices for subscribers, plugin
 territory.
