 I've been thinking a bit more about this.

 I think we could do something like Mozilla does (http://www.mozilla.com
 /en-US/firefox/3.6.9/releasenotes/) under What's new.

 For example, when a major version like 3.0 is released the info box will
 tell the user about all the major changes in the version, kinda like the
 way Highlights is presented today in the codex
 (http://codex.wordpress.org/Version_3.0).

 Versions like 2.9 can be presented in a similar way whilst minor versions
 like 3.0.1 should just present a little text saying something like "Fixed
 several issues found in previous versions of Wordpress, we strongly
 recommend an update."

 Just some thoughts of mine, since I think that many users doesn't update
 since they don't see any reasons for it.
