 I'm not sure how general or specific this bug is so I'll just present the
 case I had.

 In the official Dutch version of WordPress 3.0.1 the mail "Nieuwe
 WordPress website" contained the word "geïnstalleerd" ('installed') but it
 was escaped/encoded using as "geïnstalleerd".

 Since the mail is sent as text/plain those entites show up litterly as an
 ampersand and the numbers.
