 There's no harm in having a global bulk actions filter and who knows, it
 may be handy. I know I've run into cases (option value filters for
 example) where having a global filter is really needed.

 But having a `bulk_actions-$screen` would make it easier to target a
 specific bulk action dropdown.

 So I vote both. You never know what usage someone is going to come up with
 for a filter. Best to be as flexible as possible IMO.
