Comment:

 This actually isn't a compat/regression issue, it didn't work in 2.9 which
 we were able to address in #12047. And since a static front page doesn't
 contain posts, but rather content, then using $page makes sense. Leaving
 $paged set would enable is_paged to be set to true, which seems odd.

 A plugin turning a static front page into a posts page simply needs to be
 aware of what they're modifying.

 That all said, why do you need a static front page here? You can use a
 static posts page, but leave the static front page alone, and then just
 alter the loop being run. Then everything should be fine.

 Based on all of this, safe to close as worksforme.
