Comment(by nacin):

 Since there are strong opinions on target=_blank, I wish to preempt:

  1. The default contextual help links pre-3.0 were target=_blank.

  2. From MarkJaquith: "If you do venn diagram of the people who need help
 and the people who know how to open a link in a new tab, they're probably
 not overlapping."

 This is the behavior we're using in 3.0.
