 I have given some users the ability to activate_plugins but not to
 update_plugins.  Since those users have the activate_plugins capability
 they see the plugins menu, on the menu it shows the number of updates
 without checking to see if they also have the update_plugins capability.
 Should it not show that only to users with update_plugins capability?
