 This is motre likely down to their configuration (one of the few times I
 can immediately point the finger away from WP) - they have a sister site
 000webhosting.com that I had an account with (free hosting) and normally
 perfect WP upload/upgrade functions were glitchy on there too.

 One of my hosts uses cloud hosting and WP has no issues with it (other
 than the universal battle of trying to get a 2.9.2 upgrade to 3.0 to
 actually work).

 Not convinced WP is at fault re the original ticket.
