#14314: Show notice when editing the "Front Page" or "Posts Page" if a static front
page is used

When using a static page instead of latest posts for the front page of the
blog, two pages on the blog become "special" - the page chosen to be used
as the front page, and the page chosen to be used as the posts page. This
is set in Settings > Reading > Front page displays...

However, the special function of these two pages is not reflected anywhere
else in the Dashboard, which may lead to confusion.

For example, when WordPress displays the page chosen for the Posts Page,
it ignores that page's content and instead displays the latest posts.
However, users are still able to edit that page's content, and they have
no way of knowing that their edits will be ignored.

Also, when editing the page chosen for the Front Page, users should be
made aware that their edits will be more visible on the site then edits
 made to other pages.

 I propose two changes:

In the Pages screen ({{{wp-admin/edit.php?post_type=page}}}), show some
kind of badge next to these two pages, to advertise their functions to any
users who may be viewing the list. This can also help when users have a
lot of pages and simply have trouble locating the page chosen for Front
 Page.

In the Edit Page screen ({{{wp-admin/post.php?post=#&action=edit}}}), show
a clear notice when editing the pages chosen for the Front Page and the
Posts Page, and possibly disable editing by default for the page chosen
 for the Posts Page.

This disabling can be made overridable in Settings > Reading > Front page
or in a theme's functions.php, if that page's content is somehow still set
 to be displayed somewhere.
