 When viewing a theme's tag such as
 http://wordpress.org/tags/p2?forum_id=5#postform add a link to the actual
 theme in the repository, and a description of the theme, at the top of the
 list of topics displayed.

 Essentially, make it work like it does for plugins.  For example, when
 viewing the tag for WordPress.com Stats http://wordpress.org/tags/stats a
 link to the plugin and a description of the plugin is listed at the top of
 the tag view.
