 Also, why is the button called "Save All Changes" instead of simply "Save
 Changes"? It implies there is another button that saves some changes...
 but not all? All the Save buttons on the Settings pages simply say "Save
 Changes".

 Is there any reason why it can't just be "Save Menu"?

 If you are adding a menu for the first time, "Save Changes" implies you
 are changing something that already exists... which doesn't make sense
 when adding a new brand new menu that didn't already exist because you
 aren't changing anything.

 Ideally it would say "Save Menu" when you are creating a brand new one and
 "Update Menu" when you are editing an existing menu.  This is how other
 areas work such as when you are editing a comment the button says "Update
 Comment", pages and post simply say "Update".  But if it's possible to say
 "Save Menu" when adding a new one and "Update Menu" when saving changes to
 an existing menu, that would probably make more sense.
