 Very unlikely.  Most plugins don't screw around with $wp_rewrite, whereas
 Role Scoper has an entire file dedicated to that purpose.  Role Scoper is
 explicitly loading /wp-admin/ files and setting $hard = TRUE, which causes
 the htaccess file to get flushed in addition to the internal rules.  I
 would bet the author of that plugin had no idea it wasn't thread safe.
