 This is not correct either.  The WP_DEBUG_DISPLAY constant allows you to
 use the server's default display_errors setting in WordPress.  That is its
 only purpose.  If you set it to TRUE or do not define it, then WordPress
 will always turn on display_errors, as you pointed out.
