 Here's what I see as the biggest issue.

 With the current menu, there's 3 steps:

  * Select an item.
  * Drag into place on the menu.
  * Configure.

 With more of a widget-like system, there's 2 steps:

  * Drag item into place on the menu.
  * Configure.

 The latter is something that users are completely familiar with.  It
 works, and I haven't seen a lot of big debates on the widget system in the
 WordPress community since pre-2.8.

 alone entities. They're tied to another object on the site; or at least,
 that's the idea.

 If you break it down into the basic parts, they are essentially the same:

  * Container.
  * Items.
  * Container holds items.
