 On a clean install I went to Posts -> Categories and used Quick Edit to
 rename 'Uncategorized' to 'Rename-Test' I then went to create a new
 Category using the form on the left and the Parent drop down still lists
 'Uncategorized'.

 Should this be updated without have to reload the page?
