 I'm leaning toward no, they shouldn't.  Disallowing plugin/theme deletes
 seems an overloading of DISALLOW_FILE_EDIT.  I can see someone setting
 DISALLOW_FILE_EDIT but still wanting to be able to delete plugins/themes.
