Comment:

 I'm with hinifb, this is not necessary for core. Site owners generally
 only edit comments if they want to do things like edit typos or remove
 self-promoting links. Adding a visual editor is like suggesting that site
 owners that they should be formatting someone else's content. This remains
 plugin material for now, closing as wontfix.
