 As a framework developer, I'm curious as to why WordPress doesn't come
 with an included framework with sample child themes. The Twenty-Ten theme,
 while a good example for WordPress Theming, doesn't follow a lot of basic
 standards. The headers (h1, h2, etc) should be used to define important
 titles in the document helping to create an organized structure in a web
 document. I have no real argument to make here, only the curiosity of why
 WordPress isn't demonstrating the power of the Parent and Child Themes.

 As for the title, I like the idea of providing a function which would
 allow developers to apply a filter to the title. This would help clean up
 many of the themes that use custom methods for the title in header.php
