 post on wp-testers] highlighted that we were running a file_exists on
 WP_CONTENT_DIR . $file, where $file already have WP_CONTENT_DIR in it.

 When we moved over to absolute paths returned by get_themes(), we missed a
 few areas where we blindly prepended WP_CONTENT_DIR.

 Technically a regression, so setting 2.9.3 for now.
