Comment:

 I think it makes much more sense as Appearance.

 The items under the menu affect the Appearance of the WordPress install,
 Its not the same as Plugins, As everything related to Plugins, Posts
 everything is related to a post. The appearance menu has Theme settings
 and Widgets, Those make it more than just "Themes" they may it
 "Appearance"
