 This program (called Adder) adds new posts by simulating browser (it sends
 forms data via POST; no XML-RRC or similar methods).

 I have analysed this problem and released plugin
 [http://wordpress.org/extend/plugins/adder-tags-fix/ Adder Tags Fix],
 which fixes it. It checks if POST'ed data contains tags, and fixes tags
 encoding if necessary.
