 I don't think we should introduce a set of simple function(s) which
 provide generic shortlink functionality.

 By default these functions would not provide shortlinks but they would
 have the hooks in place such that any shortlink plugin could use them.

 That way which ever one you installed it would get the same frontend/admin
 experience and themes could be written to support it.
