 So westi and ryan, you want to roll back part of the API feature, but for
 only one transport.  That means for systems supporting fractional timeouts
 above 1 sec, that support is being removed, but only for curl.  That is
 behavioral change, whereas I just want to patch the bug and have as little
 impact on 2.9.1 as possible.  Is this a trivial difference, or could there
 be some advantage to one way versus the other?
