 Add support for the oga file extension for Ogg audio. Add Ogg video (.ogv,
 video/ogg) as a known and accepted video type.

 Based on official file extensions and MIME declarations from Xiph:
 http://wiki.xiph.org/MIME_Types_and_File_Extensions

 Affects accepted MIME array in wp-includes/functions.php .
