 Some users ignore upgrades for all sorts of reasons, and end up putting
 their site at risk.

 While I find it perfectly understandable to wait a few weeks when a new
 major release is around, the behavior is completely nuts when it's a minor
 release that addresses a security.

 Just tossing ideas around, but... would it make sense to make WP gently
 nag as it does initially. And when it's obvious that the site's owner is
 ignoring the nag after two weeks, WP places a huge nag on all admin pages:
 a lengthy page that highlights that the blog's security is being put at
 risk. It should occupy enough screen place to make the site's admin area
 hard to use until the site actually gets upgraded.
