 I was working on a patch for this the other day and can probably get it up
 here when I have a chance.

 I'd have to go with yes to an edit link here, no reason to hide it. Also,
 the new comment meta plays a role here, as that may appear on the Edit
 page but not under Quick Edit, so you definitely can't hide it.
