 !WordPress passes the tag name to the RSS feed with no alterations (no
 dashes or plus signs).  Technorati takes care of formatting it on their
 end.  The dashes added to the tag's slug by !WordPress are only for within
 your site.

 That part of the ticket is invalid.  I'm not sure about the author name,
 though.  I don't know if !WordPress supports "+" characters in usernames.
