 That allready happens elsewhere in the code (The include plugin files code
 i believe)

 I should've added a comment about this. the 2nd patch is a correction of a
 logic error in the first patch.

 If the plugins list is empty then the first patch doesnt deactivate any
 plugins that are loaded still somehow (ala metadata gone missing).

 The 2nd patch will deactivate all the plugins if the plugin list is empty.
