 The comment delete links point to the wrong place.  Additionally, AJAX
 doesn't work on this page and the links are inconsistent with the other
 places these kinds of links show up.

  1. Fixes delete links
  2. AJAXifies
  3. Adds Approve and Spam links
  4. Gets rid of {{{<small>}}} tags.  I can't read them.
