 A Option to ignore an update IS something that should be included IMO.

 But I have to agree about disabling might as well be left to a Plugin,
 Theres only a few people who *need* to disable it, And those who do are
 more likely to understand WP more. Its a simple 3 or so line plugin to
 deactivate the update checks.
