 Correct me if I'm incorrect, but I think that there is no possible way to
 make things "draggable" in the browser without javascript.

 Creating a non-JS method of rearranging widgets strikes me as a massive
 waste of time. You're talking about a fraction of a fraction of a
 percentage of the users here. I would mark that as a ''wontfix'' and add
 "modern browser that doesn't suck" to the requirements... and get on with
 life.
