 There have been several fixes to both the importer and exporter since
 2.1.3 was released. Some of these dealt with pages and page hierarchy. So
 the problem may be fixed, but you should make sure.

 I suggest downloading the latest export.php and import/wordpress.php and
 trying them on your blogs, to see if they fix the problem.
