 Well, I think seperate CSS file and load both of them if needed makes it
 easy to use CSS override ability.

 It also simplies upgrading wordpress.

 In [http://www.wp-persian.com/ wp-persian] project, we are using a plugin
 to solve TinyMCE problem. in #1967 we added TinyMCE directionality to the
 core of wordpress, so it's simple to use that through a plugin.
