 Reported by] Chris Lott. If the blog has a ~ in the path, and an uploaded
 image is dragged into
 the editor in Firefox, the image link in the editor changes from

 {{{
 http://www.site.com/~user/wp-content/uploads/image.gif
 }}}

 to

 {{{
 http://www.site.com~user/%7Euser/wp-content/uploads/image.gif
 }}}

 Fixing the link in HTML mode doesn't change the end result. This
 happens with Firefox but not Internet Explorer.
