 You need to apply patch 2775-pluggable-meta-caps2.diff, and then download
 user-caps-meta.php.  The patch was created against the trunk code, so
 you'll need to have that code (targeted at 2.1) to make it work.  This is
 all, of course, until someone commits the patch...
