[wp-testers] WP_ENABLE_MULTISITE is now WP_ALLOW_MULTISITE

As of http://core.trac.wordpress.org/changeset/13637, we detect and block
sites with port numbers from using Tools > Network, as port numbers are not
allowed in multisite. That should handle this situation.
