[wp-testers] Fresh install of WP 3.0 network blog switch?

It's been hidden as of a few days ago. You'll need to add
define('WP_ENABLE_MULTISITE', true); to wp-config.php to enable the Tools >
Network panel.

Really, though, it's not actually enabling it -- it's just enabling the
ability to perform an upgrade. Perhaps WP_ALLOW_MULTISITE would be a better
name.
