Editing term slugs is unavailable if global terms are enabled.
This feature is disabled when installing WordPress 3.0 from scratch,
but is enabled when upgrading from WordPress MU.

You can disable it by assigning global_terms_enabled key a zero value
in wp_sitemeta.
