[wp-testers] Incomplete title attribute generate by comments_popup_link()

On posts that do not have titles, comments_popup_link() is printing an
incomplete sentence in the link's title attribute: "Comment on" instead of
"Comment on Post Title".

Not sure what the best way to address this is. Maybe something like
"Comment on this (gallery|video|status)"?
