The 2010 theme has a filter set for 'excerpt_more':
 twentyten_excerpt_more(), which adds the 'continue reading' text and link.

However, this filter is only called for an automatically generated excerpt.
If you provide an excerpt (whatever the length), it doesn't get called.

The behaviour seems inconstant to me, I would be tempted to raise it as a
bug on trac.
