[wp-testers] Changing header images

I had 2.9 installed and decided to try a straight conversion.
This went very cleanly.

It was only when I tried to change header images that I came across
problems.

Selected an image to import and received an error about being unable
to write file:

The uploaded file could not be saved to
C:\Inetpub\vhosts\qbuster.net\httpdocs\wordpress/wp-content/uploads/2010/04.

Using ftp I checked and saw the folder wasn't present to created it
and tried the import again to receive a similar message:

The uploaded file could not be moved to
C:\Inetpub\vhosts\qbuster.net\httpdocs\wordpress/wp-content/uploads/2010/04.

I moved file over manually but header image didn't change.
