[wp-testers] JPEG upload EXIF character decoding

Hi

I just discovered that the upload form supports IPTC tags for the  
Title and Description fields. That's really great.

But it seems like the function assumes the tags are in ISO 8859-1,  
even though both the actual IPTC tags and WP is set to UTF-8.

When using Adobe Bridge or Mac OS X to set the tags they get encoded  
as UTF-8, and therefore gets corrupted when uploaded to WP.

Is this intentional, or a bug? Can I change this somewhere?
