[wp-testers] Error with theme install (2.9.rare)

I am running 2.9.rare on a test site and I am getting an error when trying
to access .../wp-admin/theme-install.php:

You do not have sufficient permissions to access this page.

I am logged in as administrator. I also do not see add new themes under the
appearance group.
