Trackbacks and pingbacks are scheduled via WP's built-in cron (using
the "do_pings" action hook), and for some reason cron seemed to stop
working for many people with 2.7, so that may be the problem.
Improvements to cron are going into place for 2.8 that should address
the cron issues for most.
