[wp-testers] Show SVN Revision in admin footer

Based on a request in the WP-Hackers list, I've created this little plugin
that testers might find useful.  It displays basic SVN information in your
admin footer.  If you're not using a working copy, it will simply do
nothing.  It should make it easier to report bugs with the proper revision
information.
