Jeff,

Testing and reporting bugs would seem to be a good thing at ANY time.  But 
assuming you don't have unlimited time to be testing, anytime in the 4-6 
weeks before a release is scheduled is a good time to be testing.  Or if you 
see something committed in Trac that interests you, then test it.
