The upgrade process will work on PHP 4. But if your host offers it,
switching to PHP 5 often solves a lot of problems. This is generally
not related to the actual version of PHP being used, but the
particular webserver setup differences between the two.

I no longer use PHP 4 personally, nor would I use a host that used it.
